二、本次招標(biāo)的合格投標(biāo)人應(yīng)同時滿足下列資格要求：
1.?投標(biāo)人是在中華人民共和國境內(nèi)（不包括香港、澳門及臺灣地區(qū)，簡稱“中國境內(nèi)”）注冊的獨立法人；
2.?具有良好的商業(yè)信譽和健全的財務(wù)會計制度；
3.?具有履行合同所必需的專業(yè)技術(shù)能力；
4.?具有依法繳納稅收和社會保障資金的良好記錄；
5.?參加本次招標(biāo)活動前3年內(nèi)[從2021年1月1日起至今；成立時間不足3年的，從成立之日起至今]，在經(jīng)營活動中沒有因違法經(jīng)營受到責(zé)令停產(chǎn)停業(yè)、吊銷許可證或者執(zhí)照、列入嚴(yán)重違法失信企業(yè)名單、騙取中標(biāo)和經(jīng)濟刑事案件；
6.?投標(biāo)人及其法定代表人、主要負(fù)責(zé)人或?qū)嶋H控制人參加招標(biāo)活動前3年內(nèi)[從2021年1月1日起至今；成立時間不足3年的，從成立之日起至今]不得有行賄行為記錄；
7.?未被列入中國煙草總公司或上海煙草集團有限責(zé)任公司存在行賄行為供應(yīng)商名單禁入期限內(nèi)的供應(yīng)商；
8.?未被列入上海煙草集團有限責(zé)任公司或本單位不良行為供應(yīng)商名單禁入期限內(nèi)的供應(yīng)商；
9.?在勞動保護、節(jié)能減排與生態(tài)環(huán)境保護方面符合國家規(guī)定要求；
10.?法定代表人不能參加采購活動時，可委托他人參加，但需提供授權(quán)委托書；
11.?單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一標(biāo)段或者未劃分標(biāo)段的同一招標(biāo)項目投標(biāo)；
12.?本項目不得轉(zhuǎn)包和分包；
13.?本項目不接受聯(lián)合體投標(biāo)；
14.?法律、行政法規(guī)規(guī)定的其他條件。
