Normal style='text-indent:20.6pt;line-height:150%'>1.1本招標項目順江、清江、天驕西路幼兒園改建工程設計-施工總承包/標段已由成都高新區(qū)發(fā)展改革局以成高發(fā)改審【2023】95號批準建設，項目業(yè)主為成都高投建設開發(fā)有限公司，建設資金來自國家投資-政府投資，項目出資比例為100%，招標人為成都高新西區(qū)發(fā)展建設有限公司。項目已具備招標條件，現進行公開招標。
Normal style='text-indent:20.6pt;line-height:150%'>1.2本招標項目由成都高新區(qū)發(fā)展改革局核準（招標事項核準文號為成高發(fā)改審【2023】95號）的招標組織形式為委托招標。招標人選擇的招標代理機構是四川華通建設工程造價管理有限責任公司。

Normal style='text-indent:15.75pt;line-height:150%'>3.2本次招標接受聯合體投標。
Normal style='margin-left:21.0pt;text-indent:21.0pt;line-height: 150%'>聯合體投標的，聯合體牽頭人應為施工單位，應滿足下列要求：須具有國家建設行政主管部門頒發(fā)的建筑工程施工總承包三級及以上資質的單位作為聯合體牽頭人。聯合體成員（含聯合體牽頭人）家數須不超過2家。

Normal style='text-indent:21.0pt;line-height:150%'>3.4入圍條件：房建施工投標人開標當日在“成都市建筑市場信用信息管理系統(tǒng)”中被列入市場禁入名單的（聯合體投標的，組成聯合體各投標人任意一家被列入市場禁入名單的），在交易云平臺勾選主體信用評價的專業(yè)類別與其投標使用的資質類別不一致的，一律不能成為合格投標人。
Normal style='text-indent:23.25pt;line-height:150%'>3.5入圍條件：開標當日，建筑工程設計投標人開標當日在“成都市建筑市場信用信息管理系統(tǒng)”中被列入市場禁入名單的（聯合體投標的，組成聯合體的各投標人任意一家被列入市場禁入名單的），在交易云平臺勾選主體信用評價的專業(yè)類別與其投標使用的資質類別不一致的，一律不能成為合格投標人。

Normal style='text-indent:15.75pt;line-height:150%'>4.1凡有意參加投標者，請于2024年06月14日起，在成都市公共資源電子交易云平臺(www.cdggzy.com）（以下簡稱“電子交易云平臺”）免費下載招標資料（招標文件及相關資料），獲得“擬投標項目回執(zhí)”。

Normal style='line-height:150%'>5．投標文件的遞交
Normal style='text-indent:15.75pt;line-height:150%'>5.1投標文件遞交的截止時間（投標截止時間，下同）為2024年07月05日09時30分，招標人或其委托代理機構，以及已在投標截止時間前按規(guī)定上傳投標文件的投標人，均應在開標當日投標截止時間前登錄不見面開標系統(tǒng)（網址：www.cdggzy.com），錄入相關人員姓名、電話等基本信息。投標人未按時登錄不見面開標系統(tǒng)，錯過開標解密時間的，由投標人自行承擔不利后果。
Normal style='text-indent:15.75pt;line-height:150%'>5.2 投標人應在解密開始后30分鐘內在線完成投標文件解密。投標文件未能在規(guī)定時間內成功解密的，視為投標人未在規(guī)定時間內提交投標文件，由投標人自行承擔責任。不見面開標項目不接受投標人現場遞交光盤等形式的投標文件，不接受投標人現場解密投標文件。
