中國石油物資有限公司受招標(biāo)人委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國際公開競(jìng)爭(zhēng)性招標(biāo)，于2024-04-12在中國國際招標(biāo)網(wǎng)公告。本次招標(biāo)采用傳統(tǒng)招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。

Qualification and Achievement requirements for the bidder
（1）投標(biāo)人必須是自主合法技術(shù)專利擁有者；投標(biāo)人的ABS裝置粉料干燥系統(tǒng)改造隱患治理項(xiàng)目工藝包有技術(shù)轉(zhuǎn)讓業(yè)績（以有效的技術(shù)轉(zhuǎn)讓合同為準(zhǔn)），業(yè)績證明須提供合同復(fù)印件（封面和蓋章頁）、使用單位名稱、建設(shè)規(guī)模、使用單位聯(lián)系人姓名及聯(lián)系電話。如買方需要核實(shí)，賣方應(yīng)無條件配合。
Bidder must be legal patent owner of technology. The bidder's technology must have the technology transfer performance(subject to the valid technology transfer contract), and provide the copy of the contract (cover and seal page),the name of the user, the construction scale, the name and telephone number of the contact person of the user. If the buyer needs verification, the seller shall cooperate unconditionally.
(2) 投標(biāo)人須擁有各種（合格有效的）資質(zhì)證書：如營業(yè)執(zhí)照、經(jīng)營許可證等（提供原件的電子版掃描件）;
Bidder should have various valid qualification certificates, such as business license and operation license, etc (provide the electronic scanned copy of the original).
(3) 投標(biāo)人開戶銀行在開標(biāo)日前三個(gè)月內(nèi)開具的資信證明的原件或該原件的復(fù)印件（由投標(biāo)人代表簽字或蓋章）。
The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The signature or sealing by the respective of bidders is needed).
(4)信譽(yù)要求：Reputation Requirements:
4.1在最近3年內(nèi)未發(fā)生重大設(shè)計(jì)質(zhì)量問題。
No major design quality problems have occurred in the last 3 years.
4.2未被工商行政管理機(jī)關(guān)在全國企業(yè)信用信息公示系統(tǒng)（www.gsxt.gov.cn）列入嚴(yán)重違法失信企事業(yè)名單。
Has not been included in the list of seriously illegal and dishonest enterprises and institutions by the administration for industry and commerce in the National Enterprise Credit Information Publicity System (www.gsxt.gov.cn).
4.3未被最高人民法院在“信用中國”網(wǎng)站（www.creditchina.gov.cn）列入失信被執(zhí)行人名單；未被中國執(zhí)行信息公開網(wǎng)（http://zxgk.court.gov.cn/）列入失信被執(zhí)行人名單。
Not listed on the "Credit China" website (www.creditchina.gov.cn) by the Supreme People's Court; not listed on the China Enforcement Information Disclosure Network (http://zxgk.court.gov.cn/) Enter the list of dishonest persons subject to execution.
4.4投標(biāo)人或其法定代表人、擬委任的項(xiàng)目負(fù)責(zé)人無行賄犯罪行為。
The bidder or its legal representative and the person in charge of the project to be appointed have no criminal act of bribery.
4.5按照《中國石油天然氣集團(tuán)有限公司投標(biāo)人失信行為管理辦法》開標(biāo)當(dāng)日未被中國石油招標(biāo)投標(biāo)網(wǎng)暫?；蛉∠稑?biāo)資格。
