normal style='text-indent:24.75pt;line-height:150%'>1.1本招標項目成都市郫都區(qū)三道堰污水處理廠擴能及污水管網(wǎng)更新改造項目（一批次）監(jiān)理 / 標段已由郫都區(qū)行政審批局以川投資備【2209-510124-04-01-636340】第FGQB-0383號批準建設，項目業(yè)主為成都市郫都區(qū)蜀都鄉(xiāng)村振興投資發(fā)展有限公司，建設資金來自國家投資-非政府投資，項目出資比例為100%，招標人為成都市郫都區(qū)蜀都鄉(xiāng)村振興投資發(fā)展有限公司。項目已具備招標條件，現(xiàn)進行公開招標。

normal style='text-indent:15.75pt;line-height:150%'>3.1.1 須具有國家建設行政主管部門頒發(fā)的市政公用工程監(jiān)理乙級及以上和房屋建筑工程監(jiān)理乙級及以上資質(zhì)的單位；；
normal style='text-indent:15.75pt;line-height:150%'>3.1.2信譽要求：不存在投標人須知第1.4.3項規(guī)定的限制投標的情形；
normal style='text-indent:15.75pt;line-height:150%'>3.1.3企業(yè)注冊地不在四川省行政區(qū)域內(nèi)的省外企業(yè)須提供在有效期內(nèi)的四川省住房和城鄉(xiāng)建設廳官網(wǎng)已公開的入川信息網(wǎng)頁截圖（如投標人為聯(lián)合體，則聯(lián)合體所有成員均應具有）。

normal style='text-indent:15.75pt;line-height:150%'>3.1.5擬派項目總監(jiān)理工程師：具有全國注冊監(jiān)理工程師（專業(yè)：市政公用工程）執(zhí)業(yè)證書，/（業(yè)績要求），須為本單位人員(若為聯(lián)合體投標，須為聯(lián)合體牽頭人人員)。

normal style='text-indent:15.75pt;line-height:150%'>近年（2021年01月01日至投標截止時間，不少于3年）已完成或正在監(jiān)理或新承接的項目共不少于1個類似工程業(yè)績。
normal style='text-indent:15.75pt;line-height:150%'>類似工程業(yè)績是指:總投資不低于4500萬元的市政公用工程施工監(jiān)理業(yè)績；
normal style='text-indent:15.75pt;line-height:150%'>3.2本次招標接受聯(lián)合體投標。
normal style='text-indent:15.75pt;line-height:150%'>聯(lián)合體投標的，應滿足下列要求：須具有國家建設行政主管部門頒發(fā)的市政公用工程監(jiān)理乙級及以上資質(zhì)的單位作為聯(lián)合體牽頭人。聯(lián)合體成員（含聯(lián)合體牽頭人）家數(shù)須不超過2家。
normal style='text-indent:15.75pt;line-height:150%'>聯(lián)合體需符合有關聯(lián)合體投標的規(guī)定和要求，并提交了聯(lián)合體協(xié)議，明確聯(lián)合體牽頭人和各方權利義務。
normal style='text-indent:15.75pt;line-height:150%'>3.3 各投標人均可就上述1個標段投標，可中標的標段數(shù)量為1個。
normal style='text-indent:15.75pt;line-height:150%'>3.4入圍條件：房建和市政監(jiān)理投標人開標當日在“成都市建筑市場信用信息管理系統(tǒng)”中被列入市場禁入名單的（聯(lián)合體投標的，組成聯(lián)合體的各投標人任意一家被列入市場禁入名單的），在交易云平臺勾選主體信用評價的專業(yè)類別與其投標使用的資質(zhì)類別不一致的，一律不能成為合格投標人。

normal style='line-height:150%'>5．投標文件的遞交
normal style='text-indent:21.0pt;line-height:150%'>5.1 投標文件遞交的截止時間（投標截止時間，下同）為2024年01月31日09時30分。招標人或其委托代理機構，以及已在投標截止時間前按規(guī)定上傳投標文件的投標人，均應在開標當日投標截止時間前登錄不見面開標系統(tǒng)（網(wǎng)址：www.cdggzy.com），錄入相關人員姓名、電話等基本信息。投標人未按時登錄不見面開標系統(tǒng)，錯過開標解密時間的，由投標人自行承擔不利后果。
normal style='text-indent:21.0pt;line-height:150%'>5.2 投標人應在解密開始后30分鐘內(nèi)在線完成投標文件解密。投標文件未能在規(guī)定時間內(nèi)成功解密的，視為投標人未在規(guī)定時間內(nèi)提交投標文件，由投標人自行承擔責任。不見面開標項目不接受投標人現(xiàn)場遞交光盤等形式的投標文件，不接受投標人現(xiàn)場解密投標文件。
