內(nèi)蒙古中實工程招標咨詢有限責任公司受招標人委托對內(nèi)蒙古卓正煤化工有限公司甲醇醋酸延鏈優(yōu)化深加工與綜合利用生產(chǎn)高端化學品及新材料項目甲醛工藝包進行國際公開招標，于2023年12月15日在中國國際招標網(wǎng)發(fā)布資格預審公告。本次招標采用傳統(tǒng)招標方式，現(xiàn)邀請合格投標人參加。
一、招標條件
內(nèi)蒙古卓正煤化工有限公司甲醇醋酸延鏈優(yōu)化深加工與綜合利用生產(chǎn)高端化學品及新材料項目甲醛工藝包（招標項目編號：ZZCC-2023-ZL-006），已由項目審批/核準/備案機關(guān)批準，項目資金來源為自籌資金，招標人為內(nèi)蒙古卓正煤化工有限公司。本項目已具備招標條件，現(xiàn)進行公開招標,特邀請潛在投標人提出資格預審申請。
二、項目概況和招標范圍
1、項目簡介：
內(nèi)蒙古卓正煤化工有限公司是內(nèi)蒙古匯能煤電集團有限公司響應自治區(qū)“五個大起底”行動方案，從解決歷史遺留問題、緩解社會壓力大局出發(fā)，以推進能源經(jīng)濟多元化、低碳化、高端化發(fā)展為目標，收購的全資子公司。
2、項目規(guī)模：
甲醇醋酸延鏈優(yōu)化深加工與綜合利用生產(chǎn)高端化學品及新材料項目位于烏審旗蘇里格經(jīng)濟開發(fā)區(qū)納林河產(chǎn)業(yè)園，該項目在原年產(chǎn)120萬噸甲醇和100萬噸醋酸項目的基礎(chǔ)上按照國家綠色低碳、節(jié)能環(huán)保的產(chǎn)業(yè)引導政策，采用先進的工藝技術(shù)，建設(shè)300萬噸/年原煤預處理裝置、100萬噸/年甲醇裝置、50萬噸/年醋酸裝置、60萬噸/年乙醇裝置、35萬噸/年乙醇酸甲酯 (MG）裝置、20萬噸/年聚乙醇酸（PGA）裝置、6萬噸/年聚甲醛(POM)裝置、液化天然氣（LNG）裝置等配套公輔工程。
3、招標范圍:
包括但不限于甲醛裝置（工藝包）編制費，專有、專利技術(shù)轉(zhuǎn)讓、許可費，專利、專有設(shè)備（如有）供貨，催化劑（如有）供貨，工藝包審查，總體設(shè)計和詳細設(shè)計的審查，關(guān)鍵設(shè)備和材料（如有）的采購服務(wù)，技術(shù)服務(wù)，技術(shù)培訓，裝置性能保證等，以及為完成本項目所需的其他費用。
三、投標人資格要求
投標人應具備的資格或業(yè)績：除2014年版《機電產(chǎn)品國際招標標準招標文件（第一冊）》要求投標人提供的證明文件外，投標人還必須提供：
(一）關(guān)境外投標人：
1）境外投標人須提供相關(guān)注冊證明材料；
2）提供有效的單位主要負責人授權(quán)委托書；
3）近三年（2020-2023年度）至少具有2項境內(nèi)、外同類型或相近裝置的運行、在建或設(shè)計業(yè)績（以合同簽訂時間為準，提供合同復印件或掃描件）；而且在安裝調(diào)試運行中未發(fā)現(xiàn)重大質(zhì)量問題，并提供裝置工藝包轉(zhuǎn)讓和裝置正常運行的有效證明文件；
4）專有、專利技術(shù)的證明文件，如果投標人提供工藝包技術(shù)文件不是其公司技術(shù)，則投標人應提供技術(shù)許可方的正式授權(quán)書，且不存在專利糾紛和不影響招標人的使用。
5）本次招標不接受聯(lián)合體投標。
（二）關(guān)境內(nèi)投標人：
1）應為中華人民共和國境內(nèi)依法注冊的法人或其他組織，提供有效的營業(yè)執(zhí)照或事業(yè)法人登記證書；
2）投標人應具有良好的商業(yè)信譽，沒有處于被責令停產(chǎn)、財產(chǎn)被凍結(jié)、接管、破
產(chǎn)狀態(tài)，且附信用報告；提供有效的體系認證報告；
3）投標人提供2020年至2022年（其中連續(xù)三年）經(jīng)會計事務(wù)所或?qū)徲嫏C構(gòu)出具
的財務(wù)審計報告（報告前附三年財務(wù)狀況說明）；
4）近三年（2020-2023年度）至少具有2項境內(nèi)、外同類型或相近裝置的運行、在建或設(shè)計業(yè)績（以合同簽訂時間為準，提供合同復印件或掃描件）；而且在安裝調(diào)試運行中未發(fā)現(xiàn)重大質(zhì)量問題，并提供裝置工藝包轉(zhuǎn)讓和裝置正常運行的有效證明文件；
5）專有、專利技術(shù)的證明文件，如果投標人提供工藝包技術(shù)文件不是其公司技術(shù)，則投標人應提供技術(shù)許可方的正式授權(quán)書，且不存在專利糾紛和不影響招標人的使用。
6）不得列入國家企業(yè)信用信息公示系統(tǒng)經(jīng)營異常名錄、嚴重違法失信名單（黑名單），不得列入信用中國經(jīng)營異常、嚴重失信主體名單，不得列入中國執(zhí)行信息公開網(wǎng)失信被執(zhí)行人名單；
7）本次招標不接受聯(lián)合體投標。

This bidding adopts traditional bidding methods, and qualified bidders are now invited to participate. 1. Bidding Conditions The formaldehyde process package (bidding project number: ZZCC-2023-ZL-006) for the methanol acetic acid extended chain optimization deep processing and comprehensive utilization production of high-end chemicals and new materials project of Inner Mongolia Zhuozheng Coal Chemical Co., Ltd. has been approved by the project approval/filing authority. The project funding source is self raised funds, and the bidder is Inner Mongolia Zhuozheng Coal Chemical Co., Ltd.. This project has met the bidding conditions and is now undergoing open bidding. Potential bidders are invited to submit a pre qualification application. 2. Project Overview and Bidding Scope 1. Project Introduction: Inner Mongolia Zhuozheng Coal Chemical Co., Ltd. is a wholly-owned subsidiary acquired by Inner Mongolia Huineng Coal and Power Group Co., Ltd. in response to the "Five Big Ups" action plan of the autonomous region, starting from solving historical legacy problems and alleviating social pressure, with the goal of promoting diversified, low-carbon, and high-end development of the energy economy. 2. Project Scale: The methanol acetic acid extended chain optimization, deep processing, and comprehensive utilization project for producing high-end chemicals and new materials is located in the Nalinhe Industrial Park of the Sulige Economic Development Zone in Wushen Banner. based on the original annual production of 1.2 million tons of methanol and 1 million tons of acetic acid projects, the project follows the national green, low-carbon, energy-saving, and environmental protection industry guidance policies, adopts advanced process technology, and constructs 3 million tons/year of raw coal pretreatment equipment and 1 million tons/year of methanol equipment Supporting public and auxiliary projects include a 500000 ton/year acetic acid plant, a 600000 ton/year ethanol plant, a 350000 ton/year methyl acetate (MG) plant, a 200000 ton/year polyglycolic acid (PGA) plant, a 60000 ton/year polyoxymethylene (POM) plant, and a liquefied natural gas (LNG) plant. 3. Scope of Bidding: This includes but is not limited to the cost of preparing formaldehyde equipment (process package), transfer of proprietary and patented technologies, licensing fees, supply of patents and proprietary equipment (if any), supply of catalysts (if any), process package review, review of overall and detailed design, procurement services for key equipment and materials (if any), technical services, technical training, device performance guarantee, and other expenses required to complete this project.. 3. Qualification Requirements For Bidders Qualifications or achievements that bidders should possess: In addition to the certification documents required by the 2014 edition of the International Tendering Standards for Mechanical and Electrical Products (Volume 1), bidders must also provide: （1） Bidders Outside The Customs: 1) Overseas bidders must provide relevant registration certification materials; 2) Provide a valid authorization letter from the main person in charge of the unit; 3) In the past three years (2020-2023), have at least two operational, under construction, or design achievements of similar or similar domestic and foreign devices (based on the date of contract signing, provide copies or scanned copies of the contract); And no major quality issues were found during installation, debugging, and operation, and effective proof documents were provided for the transfer of the device process package and the normal operation of the device; 4) Proof documents of proprietary and patented technology.
