中化建國際 （以下稱為″招標(biāo)代理機(jī)構(gòu)”）受中海殼牌石油化工 （以下稱為″招標(biāo)人”）委托，就中海殼牌惠州三期乙烯項目所需部分貨物及相關(guān)服務(wù)進(jìn)行國際公開招標(biāo)?，F(xiàn)邀請投標(biāo)人對下列貨物和服務(wù)提交密封投標(biāo)：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as ″the Tendering Agent”), entrusted by CNOOC and Shell Petrochemicals Company Limited (hereinafter referred to as ″Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Project by International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：中海殼牌石油化工 （以下簡稱″中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項目，以實現(xiàn)其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as ″CSPC”) intends to build CSPC Huizhou Phase 3 Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

2. 招標(biāo)內(nèi)容：Bidding Contents:
貨物名稱：減溫減壓器和減溫器
Name of Goods: Steam conditioning valve and desuperheater
數(shù)量：6套（減溫減壓器）、7套（減溫器）
Quantity: 6 sets (steam conditioning valves ), 7 sets (desuperheaters)
主要技術(shù)規(guī)格：
減溫減壓器、減溫器應(yīng)滿足下列控制性能要求：
(1) 減溫減壓器、減溫器應(yīng)滿足蒸汽出口溫度控制偏差值±3℃范圍內(nèi)；
(2) 減溫減壓器、減溫器應(yīng)滿足儀表規(guī)格書中所有工況要求；
(3) 減溫減壓器、減溫器整體需滿足蒸汽入口設(shè)計溫度和設(shè)計壓力要求；減溫水閥整體滿足入口設(shè)計溫度和設(shè)計壓力要求；
(4) 減溫減壓器蒸汽入口、出口尺寸，應(yīng)滿足儀表規(guī)格書要求。
Main Specifications:
The steam conditioning valves and desuperheaters shall meet the following control performance requirements:
(1) The steam conditioning valves and desuperheaters shall meet the the steam outlet temperature control deviation value within ±3℃.
(2) The steam conditioning valves and desuperheaters shall meet all the working condition requirements specified in the instrumentation specification.
(3) The steam conditioning valves and desuperheater as a whole must meet the steam inlet design temperature and design pressure requirements. The control valve as a whole meets the requirements of the inlet design temperature and design pressure.
(4) The dimensions of the steam inlet and outlet of the steam conditioning valves and desuperheaters are detailed in the instrumentation specification.

3. 對投標(biāo)人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標(biāo)人為境內(nèi)注冊公司，投標(biāo)人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機(jī)構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標(biāo)時需提供原件掃描件（原件備查）；
如果投標(biāo)人為境外注冊公司，需提供有效的公司登記注冊證明；
A. The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B. 本次招標(biāo)不接受代理商投標(biāo)。投標(biāo)人應(yīng)是投標(biāo)貨物的制造廠商（包括制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司）。如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供聲明，說明投標(biāo)人與制造廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。
B. Bid by Agent is not accepted. The bidder shall be the manufacturer of bid goods (including companies responsible for sales within the manufacturer's group). If the Bidder is a company in charge of sales within the manufacturer's group, a statement should be provided indicating that the Bidder and the manufacturer belong to the same group and are responsible for the sale of the bid Goods.

E.其它：投標(biāo)人必須提供產(chǎn)品制造商的防爆電子式儀表生產(chǎn)廠家的由國家授權(quán)防爆認(rèn)證機(jī)構(gòu)頒發(fā)的《產(chǎn)品防爆合格證》。投標(biāo)人所供產(chǎn)品防爆等級應(yīng)不低于Ex dbⅡCT4 Gb。
E. Others: Bidders must provide the "Product Explosion-proof Qualification Certificate" issued by the national authorized explosion-proof certification body of the explosion-proof electronic instrument of the product manufacturer. The explosion-proof grade of the products provided by the bidder shall no less than Ex db II CT4 Gb.
（2）資質(zhì)要求 Requirements of Qualification
所投調(diào)節(jié)閥的制造商應(yīng)具有有效的《中華人民共和國特種設(shè)備制造許可證》（壓力管道元件制造）和相應(yīng)《特種設(shè)備型式試驗證書》，范圍覆蓋所投標(biāo)調(diào)節(jié)閥的規(guī)格。投標(biāo)時需提供證書原件掃描件（原件備查）。
投標(biāo)人所提供減溫器如果為國內(nèi)制造的，應(yīng)在投標(biāo)文件中提供所供減溫器制造商的《中華人民共和國特種設(shè)備制造許可證》（壓力管道元件制造）。
The manufacturer of the biding control valves shall have a valid″Special Equipment Production License of the people's Republic of China”(for the manufacture of pressure pipeline components) and Special Equipment Type Test Certificate”(for pressure pipeline components) that cover the biding control valves. The scanned copy of the original certificate shall be provided during bidding (the original for reference).
When the desuperheaters provided by the bidder is domestically produced, it must provide the ″Special Equipment Production License of the people's Republic of China”(for the manufacture of pressure pipeline components) for the supplied desuperheater in the bid document.
（3）業(yè)績要求Requirement for Bidder's reference:
2015年1月1日至投標(biāo)截止日（以合同簽署時間為準(zhǔn)），所投產(chǎn)品的制造商在中國境內(nèi)至少具有1個合同的乙烯裝置減溫減壓器供貨業(yè)績，單個合同供貨數(shù)量不少于4套，且該合同中必須包含至少有1臺減溫減壓器同時滿足整體鍛造式結(jié)構(gòu)、壓力等級不低于2500LB且尺寸不小于16英寸的技術(shù)要求。業(yè)績中的產(chǎn)品型號應(yīng)與所投產(chǎn)品型號一致。
如果投標(biāo)人為制造商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，應(yīng)提供該制造商的業(yè)績。
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：1）銷售合同復(fù)印件。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽字頁、制造商名稱、裝置名稱、貨物名稱（減溫減壓器）、貨物數(shù)量、型號、結(jié)構(gòu)、壓力等級和口徑尺寸。
未提交業(yè)績證明文件，或所提供的業(yè)績證明文件無法體現(xiàn)以上信息的，均視為無效業(yè)績。
From January 1, 2015 to the deadline for submission of the bid (subject to the signing time of the contract), the Bidder shall have at least 1 contract for supply performance of steam conditioning valves for Ethylene Plant in China, the supply quantity of a single contract is not less than 4 sets, and and this contract must include at least one set of steam conditioning valve that meet the technical requirement of whole forged structure, the pressure class not less than 2500LB and the caliber size not less than 16 ". Its model should be consistent with the model of the bidding product.
If the bidder is a company responsible for sales within the manufacturer's group, the performance of that manufacturer shall be provided.
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract. The reference evidence documents furnished by Bidder shall as least demonstrate the content as follows: Date of signing contract, page of contract signature, name of manufacturer, name of the plant, name of goods (steam conditioning valve ), supply quantity, structure type, pressure rating and caliber size.
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the aforesaid information, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System () on the page of Invitation for bid for purchasing Bidding Document from June 3, 2025 to June 10, 2025. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The bidder shall fill in the registration form for purchasing bidding documents online and pay online. After successful payment, the bidder can download the bidding documents by itself. The price of each set of bidding documents is RMB200 or USD30, and it is non refundable after sales. For the bidder who purchases the bidding documents in US dollars, it is required to wire transfer to the following account number:
